Victorian Government public construction policy
The Minister for Planning is responsible for the policies, directions and standards that apply to public construction in Victoria. In July 2007 the responsibility for advising the Minister for Planning on public construction matters was transferred to the Housing and Building Policy branch within the Department of Planning and Community Development.
The Project Development and Construction Management Act 1994 defines public construction as any design, tendering, construction and project delivery undertaken by or on behalf of a Victorian Government department or public body. Typical public construction work includes the design, documentation, tendering and construction of schools, public housing, hospitals, police stations, courthouses, water, road, rail and transport infrastructure.
Work undertaken by local government or by the private sector where there is no Victorian Government involvement is not defined as public construction under the Project Development and Construction Management Act 1994.
Housing and Building Policy, within the Department of Planning and Community Development, works closely with Victorian Government departments and public bodies responsible for delivering the full range of Victoria's public construction projects.
